Being able to hunt/ shiny hunt specific Pokemon without encountering other Pokemon at the same time would quickly have a massive impact on the PRO economy. Rare Pokemon would become more common because of it and rare shinies would become almost worthless. The original games are mostly singleplayer (Apart from online battling) so being able to hunt rare shinies has no impact on how the games work however, because PRO is an MMO, things like shinies should be kept at a fixed rate and nothing should be able to modify that.

You're just getting really unlucky. Like another user said, you can go hours without getting one then you can get a bunch in a short period of time after. It's purely luck based.

You will need to restart your client to fix this.

Maybe add a Gyarados and a Wigglytuff/ Chansey. A good Gyarados and Gengar can sweep the Elite Four with the correct movesets and a tanky Wigglytuff or Chansey will come in useful in case you need to stall turns and revive some Pokemon. To put it simply, no. Each different type of Pokemon you evolve will give you an evolved data on your Pokedex. You can see which Pokemon you already have evolved data for in your Pokedex; they are marked with the yellow star.

The headbutt spawn was removed from Love Island as it wasn't intended to be there in the first place, if I remember correctly. The only way to get it currently is from the Erica boss or from trading with other players.

Almost all of your Pokemon are above level 50 so Victory Road and Seafoam Island should be the fastest places to level up. Try getting to the end of Victory Road so you are close to the Pokecenter, this way you can heal whenever your Pokemon start to lose a lot of HP.
