This NPC is supposed to hold a quiz, I failed the first one and 1 day later when I tried again he told me that the 5 minutes limit in order to complete the quiz were expired while I answered the first question in like 10 seconds. Check that out :)

Noiverin can be found after hoenn e4 once you get archaeolgist permit, deino somewhere in meteors fall apparently. Gible is a spawn in the moon btw, not deino

Johto e4 is already a requirement, to get to hoenn you need to be champion of both kanto and johot :) If they wanted to make Hoenn harder to acces, full kanto / johto dex would have been worse and still honestly fair.

So... nothing but berries for the moment there?

In my opinion it's a good requirement. 30/40 mins of grinding is way more easy than having both kanto / johto dex completed (with both legendaries as well) for example, which would have been a fair requirement. The requirement was made to facilitate relatively "new" players by still keeping the access controlled for server stability.
