I will adding for this idea more thing, requirement for report is 4 badge or finish E4, and adding to per players only can report 1-5 times per month. So it will reduce the chance of spam report or clone nick for spam.

The best choice for using in normal adventures also same like that as you abuse high level of pokemon for beat story (not need evolve). So it don't need to consider what the best level for evolved it.
