The guy that is banned should open a ban appeal by creating a ticket. You can check the ban reason in ur Dashboard. The ban reason should be there and u can open a ticket there. And u should not discuss Ban appeals in public forum. Greetings

Kanto pokes are region locked if u start a new region. Ur pokes will be usable after u have done the 8th badge Greetings

Thats weird it should be all Hoenn Native. Maybe the server crash caused it like u say or something is wrong coded

Maybe there was a Spawn in kanto in the past. Maybe a boss had it as a reward. If u caught it in Excavations site it should be Hoenn

Well according to the conversation i found the problem. The Poke is from kanto. But the guy that u want to trade the pokemon didnt finished Hoenn yet so all Pokemon except Hoenn is Region locked. He need to finish the 8th badge of Hoenn to have all pokes available again. You can trade him Hoenn pokes only right now. Greetings ps: if he starts Sinnoh there will be the same problem.
