https://pokemonrevolution.net/forum/viewtopic.php?f=14&t=31398 was announced recently. Shane fixed the issues at it seems, PRO Red might still be down from time to time. I don't think it's related to your end at this time. Just be patient and keep trying.

You hit a latent, invisible queue. Basically like the normal queue, except that you can't see the actual player count. You'll login eventually, no worries. Don't quit the client while facing that screen, you're supposed to login after a few minutes. Good luck!

Well you're supposed to go back to Lavender Town, once you've beaten Erika and dealt with Team Rocket in Celadon City. Your next task is the Pokemon Tower in Lavender Town, where you're supposed to receive the flute after successfully finishing it. Apparently you didn't read the guides.
