You still were fighting the poke so there was 0% of it generating an ID. Only if the Poke gets an ID we can trace it.

It's rather simple, the earlier you evolve your poke the more exp is needed for lvl 100. You'll save a lot of time by evolving your poke in the 90-99 lvls

In the database there are all pokemon from every generation contained. It's just that the spawn organization can't allow them all to be catchable. On events of course there are always some exclusive Pokemon that appear.
