The first thing you should do is keep them as stage 1 pokemon (ie. Gengar's stage 1 is Gastly) as they require less exp to level up. Then I'd suggest getting into a good guild which also boosts exp, buy membership, 25% exp boost in coin shop. train in specific locations such as Dragons Den, Seafoam Islands, Victory road, Cerulean Cave etc..

Hi, this is what Cie wrote to someone with similar problem, hope it helps • Run the game in compatability mode • Update your Display/Graphical Drivers (Specifically this one) • Update your Windows Version • Add an exception for the client in your Firewall and Antivirus • Clear out your Physical Memory or Ram to free up space • Terminate processes you don't need in the Task Manager

You answered the question your self, it's all random and luck. Also keep in mind what Split said, its tier 8 so not the easiest thing to hunt for. Wish you good luck on your hunt
