Hey there! Have you tried checking in your pc box for your missing pokemon? You can find a pc at your nearest pokecenter!

Try closing out your client completely with the red "x"in the top right, then log back in and interact with the sailor again. If this does not work, try pressing f2 and then type clearmaps into the console. Then close your client and try interacting with the npc.
