Could you make a screenshot of what Watson say to you when you're talking with him ? You should be able to access to New Mauville without being Hoenn Champion, so that's weird.

Hello Banana11crazy As previously said, Mean Look is not coded properly for now, it can't trap the wild Pokemon you encountered. If you need further information, please check out this topic : PvP Rules and Revamp of Bugged Moves/Abilities/Items not to be used in PvP. If you managing to catch an Abra, you can use a Pokemon with ability Shadow Tag : "Shadow Tag prevents all foes from fleeing (including Teleport) or switching out while the Pokémon with this Ability is on the field."
