Could you make a screenshot of what Watson say to you when you're talking with him ? You should be able to access to New Mauville without being Hoenn Champion, so that's weird.

If you need further information, please check out this topic : PvP Rules and Revamp of Bugged Moves/Abilities/Items not to be used in PvP. If you managing to catch an Abra, you can use a Pokemon with ability Shadow Tag : "Shadow Tag prevents all foes from fleeing (including Teleport) or switching out while the Pokémon with this Ability is on the field."
