Well sadly this is the only way to get Toxic on Hoenn. You can ask to a trusted person to bring it back from Kanto, Toxic can be bought at the Fuchsia's Gym for $2,000. Also, you can catch a Magnemite with Sturdy and Thunder-Wave in New Mauville, it can be very helpful to outspeed Deoxys and kill it easily.
