yes a level 99 magneton leveled up in any way (including rare candy) will give you the option to evolve magneton to magnezone at the power plant.

Unfortunately not. But you can create a new account and than trade your Pikachu to the new account and learn it surf. Doesn't need to be your starter pikachu, it can be every pikachu. The only requirement to learn pikachu surf is to have it choosen as starter and made the surf quest.

they can.However they can't teach pikachu surf if they didn't pick it as starter. the hm03- Surf is found in Kanto safari (located north of fuchsia) in safari area 3 in a house.

i can't really see the problems on those pictures, can you give more explanation and infos please.

Surf usage > Cut usage I don't see why the item cost should be lowered, it's the golden middle(normal mount 50 - shiny mount 100 => 75coins for an item that is permanent + tradeable)

Those are hidden levels, however i'd recommend lvl 40-50 at that stage of the game

after defeating giovanni you're able to check those machines. check the 5 machines (they're all over the rocket hideout). You'll eventually find eevee in one of those
