I think you have to talk to him again and then you have to fight a Halloween Rapidash to "tame" it. After that battle it becomes your Halloween Rapidash Mount. Hope that helps.

Yes you can use special Pokemon in PvP battles generally.

I dont think they banned it with the intention to remove it permanently. Once there are more counters available like the Tapus it could possibly be unbanned. At least that's what i hope for.

As far as i know they said that they dont want to reveal the numbers. For me personally it feels like its a bit harder than Summer Event (1/50).

She reminds me of Belle Delphine who sold her bath tub water to simps lmao. When i actively played LoL i enjoyed Vladimir.
