Not only due to the fact that rain team is banned, but it tends to cause visual bugs. When I battled someone using a ninetales, the "sunny day" sign did not show up so I was under the impression that its ability is Flash Fire. Therefore, I kept on going until it used solar beam without recharging...) Visual bugs occur with any weather-related teams.. But I agree, the visual bug should be fix before the tournament. Without rain to stop the other two weathers theres an obvious inbalance...
