that is actually incorrect in accordance to his riddle, which indicates royalty of nidoKING and nidoQUEEN, and where spawns are, it spawns where nidoran male and female are, i have tested this with another as for me it spawned on route 9, and for @onkar it spawned on route 10, of which route 9 does not have a slowpoke spawn.

 

for your problem @XDzin if you talk to him he disappears, so it's either that, or he's in a different location
