I'm sure already double check have dex caught of Kanto, Johto and Hoenn include seen all legends of 3 region. Done Jirachi quest and have 325 evo data right now but still can't start the quest, Anyone can help me?

Have you interacted with the reporters yet? They are found in Littleroot town near the exit.

You might have already done that by accident, so you should also go check the TV in the starter house for this message:

That's my problem I don't know how but I can't found the reporter. I just can see NPC called Maddie, Ben, and Youngster Elvis on Littleroot Town. I send chat box when I try talking to TV (picture 1). I guess the reporter should be on that spot (picture 2)

Hey @Yezeeyun, as the dialogue with the TV already told you, the red pokemon (Latias) is still roaming around.

Which means you didnt find it during the Jirachi quest. It is hidden in a random location and you can see all possible locations at the Jirachi guide linked below.
