That boss in the left side of lake (need suft) outside cave of Aqua base.

yeah figured that out after my cooldown has ended

 

so for other players who are collecting hats like me, u need to show 5 consecutive pokemon or else the cooldown timer wont start ticking, it only starts after u show the 5th one.

 

and u do not get points with pokemon caught during cooldown

For clarify information:

About the NPC said. This means that the Pokémon can be obtained -after- the cooldown time starts--not after it elapses--for it to be points-redeemable. If the Pokémon is obtained before that fifth Pokémon is captured, it will no longer count. If they were to obtain two Pokémon for the fifth task and submit one of them, the other one wouldn't count.

In other words, if players were to obtain two Pokémon for the fifth task and submit one of them, the other one wouldn't count. After you submit the 5th pokemon to Rick, you can catch pokemon and it will still count for reward.
