You have to complete the team aqua/magma quest (they'll give you some summer clothes or aqua/magma outfit) and talk to the mayor (he'll reward you with a hat and some money) before battling the two bosses

Yes you need to finish the Magma/Aqua line quest first to fight the bosses.
