Sadly we only offer delevels for Pokes that are at Level 99 / 100 that haven't fully evolved yet. But you can just catch a high Level Gyarador at Route 227 / Cerulean Cave B1F for Example and do the Quest without EV Training it. Just catch some other Pokes as soon as you are inside as Backups / Revive Pokes and you are good to go.
