So. What i should do

 

I am guessing it's for the Heatran Quest. You can catch a high lvl Gyarados and Magikarp (lvl 52 - 56) on Route 224 or lvl 53 - 57 Gyarados on Route 57 and use them without EV Training. Just be sure to catch some backup Pokes as soon as you enter. Have a nice day, M3ru3m
