The NPC you need to talk to before catching the Medicham is the Brawly on the map called Mt. Pyre Summit, not the Brawly on Mt. Pyre Exterior. You caught your current Medicham a short while before talking to the correct Brawly NPC that marks the caught date threshold in the system. Please try catching another Medicham that otherwise fulfills the requirements you are aware of and, once prepared, try speaking to Brawly again! I am very sorry for the confusion. That should be the time when Z-moves were shortly introduced during a limited time for testing purpose, soon after that, all of them got revoked. You can get them now with the respective quest line.
