Hi there. Below are the ways you can obtain a Lapras in-game. So to answer your question, you need to fish (with a super rod) or surf. Fishing near the beach or in the ocean doesn't change anything. You also need membership for Lapras here. You can obtain this information by using ^s Lapras in #bot-commands in our Official Discord. You need Membership and Surf while just having Super Rod at Day time.

Hey Had you traded it before the ID of the pokemon had been saved? It usually takes 4 minutes or so to save its ID, you will have to relog again and again until it saves the id. If you trade before it is saved, the ot will be gone. Keep this in mind. I think you will have to get a new one sadly. Hope this helps. Have fun Regards Warden

You get the bike by giving the voucher in cerulean. Beforehand you obtain the voucher by paying the rent of a npc in Vermillion city. Surf HM is in safari.
