After checking your Pokedex we found that you're missing two Pokemon for it to be 120 Kanto Pokemon caught. You meet the other requirements, that are, fighting Red at Mt. Silver and having 38+ total evolutions. You need to catch at least two of the rest of the Kanto Pokemon, mentioned in the spoiler below, to be able to enter Trainers Valley. I hope this helps.
