Hi Crossps, Abra and Kadabra are both Tier 6 and Tier 8 respectively, in terms of rarity on Route 25. Tier 6 is considered Scare, while Tier 8 is considered Rare. You can find more about Pokemon and their rarity tiers here. You may just be getting a tad unlucky, in which case you'll need more encounters. They definitely do appear on Route 25, however.

Hi Solartile, Unfortunately, the only way to get Eevee in Johto is by defeating Sage in Sprout Tower F3; you'll need 201 hours of playtime and a full team of Lv100 Pokemon. I'm afraid the only way you'll be able to get an Eevee currently is by trading with someone who has received a Johto Eevee and can travel to you to trade. It appears you've gotten the dogs' seen data from PvPing, past bosses, or events. Hi Cseba, The Bike Voucher reduces the price of the bike to $60,000 PokeDollars. It appears you do not have enough money to currently buy the bike. I would recommend you try to do the Officer Jenny quests for money, and also Dig Spots as well. For the dig spots, you'll need a Pokemon that knows TM 28 - Dig with at least 151 Happiness. You can also farm the dig spots again every 3 days. Doing these quests should give you enough money to buy the bike. Let me know if this helps you. I hope you have a great rest of your week!
