E4 is for story and Boss for reward - that different. If you lost Boss, it mean you will have no reward. If no cooldown for lose Boss, you always have reward? Make sense...

the only legendary pokemon u can catch is mew after u've complete a quest. (u can find more about that in guide section) All other legendaries u'll meet are not obtainable. u can fight, but not catch them :) Btw.
