I used Garchomp for a long time and I have heard people are using Conkeldurr too. (also Mega-Gyarados is not a dragon but water/dark type; had to add that xd)
I have Fearow, Nidoran♂, Oddish (for Gloom), Golduck, Machoke, Magnemite (for Magneton) and Tangela but I am on Gold server, so you would need to transfer to pick them up.
You dont need max happiness for that quest. The problem is that you probably didnt show the bulbasaur first. You need to show a bulbasaur first and train it after that.
From what I know you have no other choice but to catch another bulbasaur.

Pretty sure naive doesnt work for for Charmander on that quest. Adamant, Jolly, Modest, Timid and Impish are the correct natures iirc.
Bulbasaur probably doesnt work because you already showed him a Bulbasaur and even the Venusaur after that, thats only my assumption though.

While I understand why you would want something like this, I still think its not a good idea. Buying TMs and teaching moves serves as a decent money sink which is good for the economy. In my opinion having to hunt/buy more than one of the same pokemon to have multiple movesets keeps the game more active as there is more stuff you have to do.
