Even if it is not listed on the requirement section on the wiki page, I think you need 80 hours of Sinnoh playtime for that boss to appear. I am not 100% sure on this but that is how I remember it. Maybe thats the issue youre facing.

You didnt get punished. You got another chance for a Tornadus because of a "bug". If you are really that honest, you should not have a problem by getting that one deleted. Also Noxious even said its to avoid issues with your account, so I dont see why you would talk like that.

+1, the PP should be saved. PP is really important when playing against stall or stall yourself. The fact that I have to spend 12 PP-Ups everytime I use the set changer is really discouraging and I dont do it as much as I would like because of that. Wow, I just checked it out and we really have a digway there. I never knew about this because its next to the Dugtrio and not the Dugrio itself. Could have saved me so much time, thanks for sharing this.

+1 for the digway to that area as it is a relatively long way. There is a nurse joy in Lake Cave already though, which is right next to Forest Pit.
