There is no ETA(estimated time of arrival) for when it will be coded and it may not be high on the priority list, but the Developers will get to it eventually. The first option would be too cumbersome to implement. As for the second option, it is not possible due to how waterfalls tiles are coded.

Hello @Stug. My apologies for the inconvenience. Could you try lowering the happiness of your Budew and Cleffa by having them faint against a wild Pokémon then maxing out their happiness once more? Remember that Budew also requires Daytime to evolve, while Cleffa does not have a time requirement.

Hello @JadeAsh. My apologies for the inconvenience. This interaction has been known for quite some time, but unfortunately there is no solution to it. This is because the spawn happens during a script, thus the game freezes the player and teleports you to the PC after logging out. We can only recommend using a repel while climbing waterfalls to avoid this issue. Let me know if you have further questions.
