Yes, you can re-catch raikou by battling Nikola boss. Not sure, but yes you need to battle the boss 3 times for raikou to spawn again.

Well yea, I forgot to mention it only let us reload the last 3 stats of ivs. I don't think you can reload other stats of IVs other than the last 3.

You can talk to psyshic NPC in vermillion city or any other port cities and load the previous IV stats for 50,000 pokedollars.

I don't think there is any other way rather than the cooldown. Waiting 12 days might be a bit frustrating thing but still it is the only way.
