Last time, where are your process? And did you check the server? Red and blue have different server/save data. So make sure you not go to wrong server.

Hey there, Unfortunately, this is a server-side glitch that can happen from time to time. Whenever this occurs, you have to wait until the next server reboot to play again. Sorry for the inconvenience.

You will need to level up your magneton in Power Plant, and it will evolves into Magnezone.

Wing Attack only learn at level 36, and you was miss it because you go from level 35 to 37 immediately, it is same case for original pokemon game. Nothing wrong in here, however, you can relearn you move by NPC relearned at Cerulean city or Safforn city. You'll be fine, don't worry.
