Unfortunately, once you go to Johto you CANNOT go back to Kanto until the 8th badge. There's nothing a staff can do about that as it would essentially break their account.

To add, there's a Mewtwo in Cerulean Cave that you must fight before getting Mew. But it can't be caught.

You can't say a mon is an "all ou attacker" when it has a status move. Note: "More of an all out attacker" aka almost, but not quite.

You could do calm mind, tbolt, shadow ball, and psychic if you want to go for more of an all out attacker.

Not sure of your location, but certain ISPs have content blockers that are pretty conservative. That's one possibility I thought of. Is there another computer in your house you could try to see if you get the same outcome?
