No, not at the moment. Only the first 200 Pokemon (listed as in Dex) are built upon 6th generation movepools, and some others. Gardevoir is none of these, unfortunately. You'll need to wait patiently, as it will be implemented eventually. Sorry for your inconvenience, enjoy your game!

Like Nathan has stated above, getting a defensive Pokemon or one with Sturdy ability is a must. Besides, I assume your Pokemon will have a low level if you get beaten easily. I recommend to raise their level in order to avoid being defeated. Also, get some types having advantage of Giovanni's Pokemon. Good luck.
