That message means the android version has not been released yet. It will be out in some days, don't worry. Android version usually takes some extra day after the release of the other versions.

Porygon -> cinnabar island lab, after beating kanto elite four. You can't catch legendaries, you just need to fight them. You'll be able to catch mew aftr 351h in game and after a quest and being kanto eand johto champion.

You have to crush all of them one by one, you can't go back to the pokecenter after every fight.

As already said thousand times, the adroid version is released some days later than the other versions. That message you have means the android version is not ready yet. So, as I am doing now, just wait.

I evolved my pokemon and, without ms, I had my team lvl 65-70 with the 8 badges in Kanto. It's pretty impossible for you to have reached the elite four with lvl 55 pokemon.
