Just that, why does it even have a cooldown if Lance Boss has no cooldown? It is simply unnecessary. Same could be said about most Mt Silver trainer npcs, they really have no reason to have a cooldown either. These are awkward restrictions from years ago that should be removed. They disappear once they are defeated anyway.
