no is not a bug, you need the safron gym. At normal games the mansion is unlocked but the reason to have a guard saying u need the soulbadge at pro, is to make the game harder to players dont train inside the mansion and dont do the quest/find key before doin the saffron gym. cinnabar is the 7gym , so you need to go back to saffron using a lemonade to pass. and defeat rocket /defeat gym . this is the process u need to do at kanto speed run:

you can see what happen to be suspended at your account info at main site.

about that . whats your gpu? try to update your gpu also , try to run as admin win 7 comp mode. if this dont work do this: Right click on the game, go to properties, click Set Launch Options, and in the box type in "-height xxxx -width xxxx" then run the game

Olá execute o jogo em modo compatibilidade para o Windows 7 e também por admin. Veja se o antivírus tá a bloquear o jogo ou se o Windows firewall tem as portas abertas.

in my case marowak dont appear but also , i can pass.

olá , Devidamente o blue server é sempre o ultimo a ser testado / e verificado os bugs é normal que dure um pouco mais. eventualmente deve estar mesmo quase devido a quantidade enorme de accounts.

Helo first of all, calm down please, normally , when the servers go down for some hours they refund/ give more time in certain things . may be the case or not . just explain yourself later when the server go on again and hopeless they will give u the things back,also for sure you are not the only one doing this problem here. Just don't mind me i'm just trying to help.
