I actually said that in the report :P and no it doesn't work like the toxic orb since the toxic orb procs after the turn ended but the choice scarf works perfectly fine after the second turn and even after a battle/healing my pokemon; if you don't dc the Choice Scarf pokemon (if it outspeeds the other pokemon) will go first.

Hello Nibiru26, sadly there is no ETA when new moves will come to PRO, same goes for Tm's/Tutors and such. It will come eventually in the future. o/ a little text out of the suggestion sticky (basically means that there is no ETA for anything)

Hello Parse, the XP bars are already fixed but they need a new client and can you provide a video of the other issue, seems pretty unclear to me since without video proof it can't be fixed. o/

Hello both of you, there is an easy fix to avoid anything like that (at least that's what I always do since this happened to me as well), go and talk to NPC that heals your pokemon in the PC before you start a PVP match, also swap Slot1 and Slot2 back and forth before starting a PVP. :)
