It's rather simple, the earlier you evolve your poke the more exp is needed for lvl 100. You'll save a lot of time by evolving your poke in the 90-99 lvls

In the database there are all pokemon from every generation contained. It's just that the spawn organization can't allow them all to be catchable. On events of course there are always some exclusive Pokemon that appear.

I know this must sound funny, but did you connect to the Red server by accident?

When it doesn't do anything it means that you're internet connection is lagging behind. If it just freezes it mostly means that the server is currently down (you'll get that message soon afterwards)
