Here's an image incase it helps: You can get to Cerulean Cave by surfing to the right on Route 4 or surfing to the south on Route 24. After talking with this guard, try to talk to Lance again :3

However, skipping gym trainers could lead to you missing some money and exp so that might want to be something to consider before you do so. I apologize for the inconvenience, but unfortunately we can not. Pokemon that can evolves through specific area like Leafeon, Magnezone, Glaceon and Sylveon and Pokemon that can evolves via happiness do not work with the method we use to evolve level 100 pokemon.
