When a pokemon with the ability 'No Guard' uses a move such as 'Cross Chop' it can hit a pokemon that is underground, in the water, or in the air thanks to the 'No Guard' ability. As for now it is not necessary to implement another server as the current servers have enough space for the current amount of players, if you desire to start over fresh you can start a new account or go to a different server, but remember to keep the number of accounts you create within the rules.
