Hey there NoPistons! As sad above by TenshiMoru this is not a bug. As said on this Serebii Article Lanturn learns Volt Switch via TM and not via the move tutor. You can find out how to get the Volt Switch TM on the PRO Wiki or the Tm and tutors guide. You cannot connect to the blue server at the moment because it is has crashed, you will be able to log back in after the server comes up. You can check the server status of the Blue Server here to see when it is back up so you can log back in.
