Some quests from officer jenny you need to dig and get gems, this is not possible, but if only items came in the digs, and in the moments that the pokemon would appear, put the message that the pokemon has escaped something like that;

the same goes for the Headbutt, the berrys are important, some are exclusive like Salac Berrys, widely used in PvP and without a headbutt it is not possible to catch them, so put only the headbut and spawn items a message that the pokemon has fled ;

The trio of legendary Landorous, Tornadus and Thunduros, is only possible to change their forms for Therian, with Fragments of an item, which is not exchangeable, and cannot be obtained at the moment as it only came through the excavation, to obtain only items in the excavation, and to put that the pokemon ran away would be the best.

Easter event is still not live, only event form spawns and a few new items in the Coin Shop, and they are still working on the client.

So I assume if they have found a fix, Dig Spots, Excavation and headbutt will be enabled again when the easter event is fully released.

The latest information was that it would be enabled again in the new client release.
But considering its not, they might still be resolving the issue(s) which caused the server to restart ever so often.
