The bug is not about the accuracy of the move but about its PP as mentioned by others in this post already.

Yes bosses have infinite PP in theory but they still use the number of the PP. So if the PP is below 3 you cant disable it anymore if I remember correctly.

From what I know it was also said multiple times by the devs that this bug will not be handled before the AI of bosses was reworked.

As I mentioned this bug will most likely not be fixed until bosses have a new and proper AI. Developers are already aware of it, but it will take time before getting if fixed.
