if that correct that means when u rerolling u dnt pick yes to apply new ivs, maybe check npc at vermillion if theres any new ivs at 'load previous ivs'

What you're suggesting is highly unlikely. Unless you have some sort of proof that the window for the new IVs did not pop up, we cannot confirm you actually did not get it. For example, there is no way for us to not know you could have just not liked the IVs and now claim there is a bug. Not accusing you of anything, just a possible scenario that we must consider.

So, unfortunately, we cannot refund the Reroll in any way.
