what is this rule for? who the hell would risk to lose a game cuz of a bugged move + what does this mean? so e.g no speed/atk batonpass?

You can only have one pokemon with the move baton pass on a team. And that pokemon can only baton pass one stat at a time. So a Speed Boost pokemon cannot also baton pass Swords Dance.

Yea if there is going to be PvP rules they need to be implemented in-game. There's no way everybody will follow them.

why baton pass clause? if someone buff dragon dance and use baton pass is banable? or if someone with one scizor buff agillity and buff swords dance and use baton pass is banable? if is banable i dont agree with baton pass clause....

The only Pokemon that I know of that can learn Baton Pass + Dragon Dance is a Smeargle. If Scizor buffed Agility in addition to Swords Dance you are not allowed to baton pass it to any Pokemon in your party.
