Hm... this was looked into and it seems to be an issue affecting some users, not all, for anyone with this issue please respond to this thread under the NPC Bugs subforum found here: https://pokemonrevolution.net/forum/viewtopic.php?f=82&t=52040 and a Scripter will resolve for you.

Yes. Everyone complaining about it being OP should start using Stealth Rock, I hear it's the best move in the game...
