I am really sorry, but we only delevel Pokes that are at lvl 99 / 100 and failed to evolve. :-/ You can find a high lvl Gyarados @ Route 227 (lvl 53-57) though or a high lvl Karp at Route 224 (52-56) and do the Quest without EV training it. Just catch some Backup Pokes as soon as you enter the Cave and you should be good to to. I wanted to get him lvl 98 as drilbur and then evolve him, but he stopped asking for evolve. I gave him rare candys to try again but nothing. Now he is lvl 100 and i am blocked.
