Hello ! I was able to retrieve the items lost due to the server crash from the Victini dungeon, but I still miss the items due to the first medicine bag wipe where I did create the thread. (So, items like Rare Candies, PP Ups, Vitamins and Gems to name the majority of those) I don't know if those will be recoverable, but I hope they will eventually.

Hello, Don't worry, you have just been pretty unlucky! Spawns on the Pokedex are absolutely reliable! Cryogonal is not caught by fishing in this route, but by surfing! If a Pokemon is only catchable via fishing, it will appear with a fishing rod icon in the bottom right of its icon in the top right map spawnlist popout! To put my money where my mouth is, I personally went to this map just now and encountered a Cryogonal after hunting for 11 minutes! Do you have any questions about how the hunting system works, or about anything else to do with Cryogonal spawns?

Hello again, The Pokédex does not display a fishing symbol in its previews. After accounting for grass and surf encounters, the only way to encounter wild Pokémon is by fishing in the water. As an example, Squirtle is encounterable by fishing in Vermilion City, yet the Pokédex also does not show a fishing rod symbol there. Hope this clears things up.
