I would advise you to try kicking the said person from the guild and reinviting him back in order to try to promote him to guild leader. If that doesnt work you could try to remove yourself from guild leader by promoting someone else you trust and then leave the guild. Get invited back and become leader again to try to promote said person

The guild commands can bug out at times. I am not sure if it was resolved 100 percent fixed but what i do is i ask the person to restart the game and restart the game myself. After a few tries it seems to work

There is a little error on the server coding which the devs are trying to fix so it causes frequent server crashes. nothing to worry about usually comes back within 5-15 mins

I would suggest that you delete all your current game folders and remove them from the recycle bin. Redonwload the whole game and it should work. sometimes the files arent properly downloaded and it can cause issues
