It's not a bug. You are at Slateport City, go left and up to Route 110, then to Mauville and from there, go to Lilicove just the way you did the first time and go to where Rayquaza is from there, right then down the ocean.

Are you aware there is a place where changes for each new client are listed? I think you should check it out before saying such things :) Additionally, there is only one developer but more than one content staff. This also implies that if one content staff is busy with IRL stuff, others can work on it, while you can't say the same for the developer.

So, you'll have to wait till the developer implements Gen VI learnsets to the game for non Gen VI pokemon. :( Topic closed.
