I mean new players shouldnt PvP without PvP ready pokemon, while Legendary is hard to get, there is many way to counter them and they are not that broken And easy to get if you prepare a good team (except Dungeon one like Victini/Meloetta)

Do you have 6 pokemon level 80 in your team ? This dialogue dont ask you to get access to Cerulean Cave thankfully but it is a tip saying you can train your pokemon at Cerulean Cave (which you dont need to get access to train your pokemon since Mt.Silver is good)
