Welcome back, I had the same problem last year. I had to do the dark realm (darkrai) quest again, because i didnt fight the mega gengar npc there on my first run. After doing so, i was able to enter the mega gengar quest. Gl!

The dungeon was part of the summer quest and is permanent now. There are several guides on youtube about unlocking it.

You can change it to baby lugia by using the time flute (reward from the new dungeon).
